If I am not a HKDSE candidate in the current academic year, can I create an account to apply programmes in E-APP?

E-APP is a one stop online application system developed for Hong Kong Diploma of Secondary Education Examination (HKDSE) candidates in the current academic year.

You have submit applications directly to the institutions if you are not a HKDSE candidate.
